The other day I was catching up on a bunch of surveys and treasure maps and several times these three guys appear from above? and try and kick my butt. I ran into them about 4 different times. I'm getting leveled enough to take them out but what is their deal?

In the base game zones, you may see a dark violet cloud and then a small number of daedra/undead will spawn beneath it, like a mini-dolmen encounter. (There's a name for this event, but I can't remember it right now.)
Depending on the area, you might also be running into mobs for a Prologue Quest or another random encounter.1 -

I was all over the place so not sure. The only thing I can tell you is they were all dressed in black and I one's name plate that said something "cult". What you described does sound familiar. Next time they show up I'll pay more attention.0
