Peculiar behaviour with FPS.

After the update I have noticed something... peculiar.
Logging in is noticeably faster than it was before the update but after logging in it takes me about 15-20s the 'stabilise' my FPS.
After that is fine, or as fine as it was before anyway - I still get inexplicable but pervasive FPS slumps that I need to change cells altogether (or however they are called in this game) to recover from - but the first 15-20s is all over the place.
Has anyone else noticed similar behaviours or is this a 'me' problem?
