Are proc sets returning with the Blackwood release?

I have searched all over and can't find a single definitive statement from ZOS saying this will be the case. Brian eluded to it in the Combat preview, but didn't say it. I know procs are enabled on PTS, but that doesn't really mean anything either. So, does anyone have a link to an official post saying they will be back or not? I swear I saw a post from Gina at one point, but a search here turns up nothing oddly enough.
