NPCs now able to ride mounts?

Thanks to the new companion system I think it's the first time ever that we can see an NPC riding on a mount. I hope this will give the "technology" for the devs to scatter guards riding around ESO's zones similar to Oblivion's Imperial City guards, it would make the world a little more immersive imo. Do you think that would be possible?
