I live on the west coat USA, but due to my work schedule I tend to spend most of my time gaming after 10pm PST(2-3pm for you oceanics). From what I've seen, TESO seems to be pretty dead during those hours, and I haven't had any luck finding a good guild so far just by asking in Zone chat.
I easily put in 4-6 hours of gaming every day, and I'm perfectly willing to create a character in whatever faction in order to be part of a guild that has a decent number of active people who play the same time of day that I do.
I'm looking for both PVE and PVP content, so I'll make a duplicate post in the PVP forums. I'm 37 years old, so no worries on the maturity level of the guild(I know that's an issue for some people), and I'm pretty comfortable around all different types of people.

Based on your OP, i have a feeling our guild (KoM) might be too 'casual' overall for what you're seeking.
However, we also have a fairly wide-range of timezones amongst our members; albeit smaller sample size than most other guilds.

We would definitely like a dedicated player like you in our guild, the Fangs of Ironglaive. Time shouldn't be an issue, as our members log on at odd times during the day/night where ever they are. We have several members from Australia and Canada, while most of our members are somewhere in the US.
We are mostly a PvE, crafting, trading, and social guild but we do have aspirations for PvP as a guild later, once more of our interested members are leveled/geared. We are looking for mature, friendly members who want to create a real community on ESO. We encourage socializing heavily as a result, although some of our members are still a tad bit shy. Still though, we have a nice mix of people who are quite awesome. You shouldn't have to worry about creating a character in any faction either if you join my guild, we are a multi-faction guild.

Wolfwing✭✭Well we are AD based, and the majority of our members are AD (60%). However, there are a decent amount of players on both the EP and the DC within our guild (20% together), and a good amount of our AD players have alts in the other alliances (I can't give you a percentage on that unfortunately). So if you want to get the most out of PvP guild wise, AD would be the way to go. We haven't started PvP as a guild however, as stated above.
Being able to have characters in all alliances is indeed strange. So far, if your character is in one faction, they cannot group or fight together with the character of another. Same for PvP, I think. I do think it's somewhat awkward how they executed the factions in regards to guilds, but I guess we just have to adapt.
