Totally agree with this!As a recent newbie to this game, I wish there was an option to hide all prologue/dlc quests from popping up in every city/town I go to until I'm ready to do them. I already completed one of the prologue quests not realizing it until after. I eventually became familiar with the names/dialogue but still, it's annoying every time I talk to a quest npc and it's one of those quests. It's definitely not beginner-friendly when all you want to do is go through everything in order. Granted, it's not hard to google "eso quest order guide", but it also doesn't seem that hard to put something in game to direct players better.
At least, they're changing the terrible tutorial system next patch even though it won't help me much since I already went through the rite-of-passage of googling everything that the game doesn't tell you.

I really don't understand why you can't just accept the quest from Stuga and then you have peace? It is much more annoying when all the quest givers of all chapters are gathered in the guilds, which mess up the whole order ...

Bethesda? Dont you mean Zenimax?
The journal have a quest max of 25. There are what, 11 prologue quest in the game at present, plus the MG and FG ones which you get bothered with too. Which means if you want peace you have to accept only having 12 quest slot available for everything, including writs and dailies. And the number of quest slots hijacked by prologue quests will only continue to grow.

And this completely overlooks people who prefer to only have things in the quest journal they intend to do in the near future.
Your solution is no solution at all.
Me: *just ported over from Skryim, the only zone I've been to, and the zone I've yet to complete*
Stuga: "Do you know how long I've been looking for you?!"
Me: *jerks back, looks around for whoever this orc must actually be looking for*
Me: *blinks, points thumb at self* "Me? Um, you're looking for ME?" *nervous* "...... Why?"
Ok, this wasn't my first character. It was the character I created to 're-learn the game from the ground up, before attempting to play again on my lvl 50s' when I recently started playing again after 2 years away. So, I remembered Stuga, and I remembered hating Stuga. I've been annoyed by other 'run up and shove a quest in your face' NPCs, but Stuga was the only one I hated. Stuga was the only one that made me seek out a mod so that I didn't have to hear her again. Sure, there are many other 'hear them so much you want to drill holes in your eardrums' NPCs, and with Stuga you can at least shut her up by accepting the quest, but I think the reason I hate her in specific is the simple fact of what it is that she says. That she's looking for your character in specific, no matter how completely inconsequential they are in the game. It might make sense that she'd look for someone well known, someone who's done something that might cause rumors to spread and something to cause your character to actually have been heard of in a real situation. But, no... she's looking for your player character no matter their level or renown. That makes just absolutely no sense, and is jarring every single time.
