Are we unable to make permanent changes to the Usersettings.txt file now?

Normally I have this set to skip the logos that come up before you can login, it's the SkipOpeningMovies option or something like that. I've changed it from 0 to 1 three or four times (it reset after Markarth I think it was) and I'm definitely in the Live folder and I'm definitely saving the document, yet every time I launch the game it still plays the logos, and when I check the .txt it's defaulted back to 0 for the setting. I know it's saving because I'll close the file, and then opening it again without launching the game, and the setting is still set to 1. It seems like it only resets when I launch the game.

✭✭✭✭✭Mark the file as read-only after you change it (with the game/launcher closed)
PS: But don't forget to remove the read-only before major game updates, just in case that the file needs to be updated as well
