Dungeon Group Search needs a fix !!

It is the second time that Iam 3 levels above the lvl range of one of the dungeons.
City of Ashes is for lvl 28-30 and my character is lvl 33.
There is no search option anymore available for dungeons when you are just a bit higher in level.
But......
I could search for a dungeon group lvl 35-38.
Something is wrong here, when you can search for a dungeon group which is way too high but you cant find a group if you are only 2 or 3 lvls higher.
People dont care in the chat if you asked for a group because most of them are really lazy and rely only on this group search.
Iam always 1-2 lvs higher when I enter a new area and the quests dont fit exactly, but my issue is that you get excluded from game content.
Please fix this !

ElliottXO✭✭✭✭✭When you get into a new area first check what level the dungeons are. If you hit that level just qeueu for the dungeon. You don't need to have it discovered.
There are also players that don't want to zerg through a dungeon and I don't want to get teamed up with someone who is way above level cap. This is the only challenge that game offers me in pve.
An alternative solution is required.0
