Leveling secondary weapons without using it, possible?

Hey, so i am 36 now and for the entire time i have been using dual wield for primary and secondary set, but now i kind of want to make my secondary set of abilities to be destruction staff. so i am wondering, if i begin questing and killing things using only my primary set while the staff is equipped in my secondary, would the staff still level even if i dont use it, but only wield it?
its just really weak at the moment.

shandrew82✭✭I believe so. This is what I did with my restoration staff.
Also, make sure you wield it before turning in quests! If you do that you will get LOTS of xp for what you are wielding.0 -

Yes and no, low level XP but your weapon is low level. So you should able to one-shot everything, finish the quests quickly and level that weapon up.
I would put as many Destruction Staff skills as possible in your bar as the more you have slotted the more XP the weapon and skills get.
