Cyrodiil is dying. Even though ESO PVE has gotten more popular with the pandemic, PVP population is very low now. ZOS needs to really think out of the box. There should be only 2 campaigns to join. New players can enter at Level 15 and not be so intimidated.
1st campaign should make everyone 3600 CP.
2nd campaign should be 0 CP
1st campaign should make everyone 3600 CP.
2nd campaign should be 0 CP

There's no harm in the Below 50 campaign, since players who want to join the No CP and CP campaigns can.
And while I'm perfectly happy in the Alliance Locked CP campaign and would be just fine if that were the only option, I respect those who want the option to faction swap, and so they can have their non-locked campaign to play it if they want.6
