Quest help reporting to marbruk

Ok i am on the quest reporting to marbruk ( yes I have bugged this quest just hopping there is something i missed)
When i get there i go to the queens house but she is not there. I have reloaded UI, reloaded the game, gone back to desktop and relaunched I have abandoned the quest and picked it back up all to no avail. Yet others i see coming and going and they all see the queen

Magic is impressive but now Minsc leads SWORDS FOR EVERYONE!!

achapman401_ESOSoul ShrivenWhere did you go to pick up the quest after abandoning? I've heard alot of people say that they can't find it after abandoning so I was afraid to try that.0

snowmanflvb14_ESO✭✭✭✭oh i ran back to the sanctuary then on the docks to the left as you face it. Female NPC militarty officer type on the docks.
