I see Monster sets as reason to start doing veteran dungeons and perfect sets as reason to do veteran trials.
You need some reason to poke players next to their curiosity. I speak about players, who climb steps, not players who already do all content.
When you have perfect sets, you don’t need monster sets for this purpose. You can have both, but it has another problem. ZOS don’t want make difference between end game players gears and gears of players one step below, too big.

To people running trial sets already the above change would be a nerf whereas for players not running trial sets it would be a buff.

I’m not sure I like the idea of a 1pc Minor Slayer on these hypothetical trial monster sets though. One or two like that could open some interesting options, but if every one had this that would just mean none could be used in combination with trial 5pc sets, or you would be wasting a set bonus to redundant minor buffs.
Another option would be to make another set like Slimecraw, with 1pc crit and 2pc Minor Slayer instead of Minor Berserk. That would open the door to running 2 non-trial 5pc sets. I’m not sure if this would actually be a strong enough set though, it might need an additional bonus on the 2pc to make it a desirable option (similar to Chudan’s 2pc, but maybe mag/stam or weapon/spell damage).
