Can't Invite to Group or Get Crown

Anyone know what causes this bug? How to fix it?
Bug is that I can't invite anyone. Anyone I do invite will always fail to join, usually getting a message that I am busy. Someone else can invite me, but they cannot pass me the crown thereafter. The bug persists through an Application restart. It's persisted for more than 24 hours now.

Rudrani✭✭✭✭✭Oh great, it's back? I had the suspicion that maybe it was because I didn't leave other groups before logging out. So maybe somewhere the game thinks I am still in a group, because one of my charas is?

But in all seriousness, the only way I've found that can potentially fix this is to quit ESO and reboot it. That being said, it doesn't work 100% of the time. It needs the correct phase of the Moon, correct planetary alignment, and the correct distance between galaxies. Sometimes, but this is only a sometimes, the correct wind direction can fix it too.1
