You can either place individual books into the shelves, which is quite tricky, or you can use the pre-filled version of the bookshelves. Placing individual books can take a lot of time to line up correctly and uses up slots. The pre-filled ones are better, but not every shelf style has a pre-filled version and you can't read the books.

I put a combination of books, letters, papers, scrolls and small knickknacks on my empty shelves. On a shelf I was using as a hutch in my dining room I put pretty bowls, pitchers and glasses.

I found the best way to place them was to place the item in front of the shelf then use the precision editor to line it up first, then slide it into place.

You can also buy rows of books from the Crown Purchase tab when decorating. They range from 25 to 100 Crowns and take up a good amount of space. I use a variety of these along with individual readable books (which you can purchase from Mystic vendors after you complete a collection by finding them in the world) and other items.

Yep, as the others said, you can buy the Crowns-only Book Rows from the Editor or buy the Mages Guild book replicas from the vendor after collecting all Lorebooks from a set (Dwemer for example looks super fancy). You can also craft a special levitating Book Row and Book Stack if you have enough Psijic Order ranks (Summerset).

I made my Lakemire Xanmeer Manor into a library, I have roughly 90% of all the readable books you can pickup and read. By using the Dark Elf Bookcase, you can place most of the books inside. Once I have all the books, I'll place them in alphabetical order.

Essential housing tool addon pc allows you to make books - both individually and in rows - that others with the addon installed can see once it's been uploaded.

This is an example of an entire filled bookcase EHT has as well

And this is the exterior of a book which you can write a story or anything in

And the interior I've put as a spoiler for those who don't need a sad sappy cat dying story from me.
