Ruthless Competition / Murkmire prologue

I finished this prologue when it came out on an alt. I'm now trying to go back on my main and complete it, but can't find a way to start the quest. It is listed in my Journal as incomplete, but I have the end memento. I found the note that "Cyrodillic Collections Needs You" but it did not start the quest and I can not find Concordia Mercius at any of the three shrines. Any help would be appreciated!

Try to access it from the in game store.
There's a page with all the different prologues.

First thing I tried. Prologue starter for Mirkmire no longer in the store.

She is right there at the Davon's Watch wayhsrine for me (on my alts that have never done the quest). Are you sure you didn't do the first part or something?

"Cyrodillic Collections Needs You!" books,
at least 1 of which is in Elden Root between the wayshrine & the middle exit. (iirc)
or talk to Concordia Mercius in one of the 3 towns near the 'Harbourage' (info from https://en.uesp.net/wiki/Online:Ruthless_Competition)
