Can i use a weapon skill if i done have that weapon equipped?

I sorta feel like that is a stupid question but it has been bugging me. Can you use a weapon skill if you done have that weapon equipped? Like lets say i have a resto staff heal can i put it on my bar and use it while i am using a 2h weapon? I know this would be a simple thing to test in game, but since i am re downloading the game I am unable to do so. Thanks for reading

Edit: Actually I do, you can't use it but you can gain xp in it.

There are certain buffs, that are weapon specific that will carry over. For example the spell reflect from the sword and board line will carry over after a hot swap to a non sword and board weapon. (haven't rechecked since release).

Has anyone checked whether or not weapon skills that only need to ride the hot bar (example executioner) to provide a buff work?
