Which is mostly the case for every platform. It’s the same on PS4 and due to forum complains I’ve read in the last weeks it seems to be exactly the same on PC. There’s one full campaign and the others are empty or dead - this is nothing new and has been the case for the last years.
Unpopular opinion, but I believe the move from 24 to 12 person groups plays a part in this. Guild groups are full, and it feels like fewer and fewer players are willing to be "crowns" so where a group with 18 players had room for 6 randoms, now they simply don't. The result is that a new player (at least on PS4NA) has a slim chance of being invited to join a group.
Still, ZOS must be able to see the numbers - They have reports on population and participation, and I can only hope they are paying attention and will take action to reverse the trend.

And which is good btw, 3 bars and the servers give up. I am happy with the 2 bars, enough to fight about while the game actually works. I dont envy those populated servers at all.

Moved from Xbox EU to PC EU not too long ago. Xbox looks like its on its last legs in comparison. I recently went back on Xbox to pass some mats to an old guildmate and both Mournhold and Rawlkha had like 8 people each in them at like 6:30pm GMT. That used to be prime time and they are the 2 busiest trading towns on that server unless something has changed in the last 3 months. I used to play nothing but PvP but I got bored of fighting the same 3 groups on each team every night. PC seems a lot more lively in my experience.

Daggerfall, Alinor, Wayrest, Vulkhel Watch and a lot of other hubs are always filled with people. Overland is always quite crowded unless you’re really in a zone that hasn’t to offer anything interesting. I really can’t complain about population on Xbox EU, it’s always busy, queues don’t take too long and the main campaign is crowded as well.

Xbox NA is fine just go in grey host and try to run with a group, ask in the group who's running a guild, join guild, prosper.

Grayhost is so insanely laggy though. Like it's not really playable. You have to spam your buttons twice for them to trigger, sometimes even that isn't enough. People teleport around (not through abilities mind you, through lagy). You see "roll dodge" when you attack people who are not dodging at all. Desync makes your resources go to 0% and then you die a few seconds later.
I mean it's honestly insane how laggy it is. Like I don't think it's an actually functioning product. If this game was released this year, reviewers would make the cyrodil lag a meme that would be on par with anthem loading screens.
So I usually go to blackreach so I can actually, you know, control my character.
