A flowing (black) cape

Here I am, trying to dress a necromancer, and what I really want is a garment with a flowing black cape. There is no jerkin I can find that has one. There is no robe even. And there is no costume, the closest to the level of formality and serious business is the wedding suit.

If anyone knows of something, let me know. Others, can I drop a serious hint to the armour/costume designers?

Breton hero costume would probably be the closest dunno if you got it when it was last available

Apparently the games physics engine can't handle free flowing cloth on characters. Even robes and dresses are stuck to your characters legs (often in two distinct sections which can be seen moving separately as you walk, with the texture on the middle section stretching to accommodate it).

As far as I'm aware there are no capes at all in the game. The nearest you can get is some robes which have a flap or fold hanging on the back, but it won't move - it's stuck to your back like the rest of the robe.

The Black Hand Robe from the Dark Brotherhood quest line is one example of that: https://eso.mmo-fashion.com/black-hand-robe/
