What is that siege weapon that fires the multiple arrows? I havent seen it before

Lancers, from antiquities. They come in Fire, Frost, and Shock flavors.

You can get the leads from the Gladiator Rucksacks that are awarded when turning in conquest board dailies in Cyrodiil.

There is only a chance to get a lead from a rucksack. Then you have to dig up the lead outside of Cyro -- I've had them in Bangkorai and Reaper's March, so they probably also can be assigned to EP's fifth zone too. The leads can drop without Greymoor, but you'll need that for access to the antiquities line to act on the leads.

You can dig up:
Fire lancer - stonefalls
Shock lancer - reapers march
Frost lancer - bangkorai

Leads come from Gladiator Rucksacks (but you can only obtain one per day per character). Weapon is also locked to the alliance of whichever character opens it, so bear in mind what alliance your "digger" is in.

They deal nice AoE damage (although it is basically fire balista damage divided by 5 per each lance)

Instead of applying a DoT to the enemy, they apply a status effect respectively.
