For stamina in no proc and no cp I would suggest something like:

5 spriggans (2 body, 1 jewelry, 2h or dw front bar), 5 fortified brass (5 body), endurance (1 jewelry, sword and board back bar) and 1 trainee (jewelry).

Probably 5 medium and 2 heavy on body with a combination of impen and well fitted. This let's you run shuffle or else you can do 4 medium and 3 heavy (or some other combo) but you'll be locked into a 2h and run forward momentum instead, and I don't know if that's worth losing the rally heal.

Sugar skulls food, lover (or possibly steed) mundus, infused jewelry (1 wd, 1 stam cost redux, 1 stam recov), probably Imperial race for a Stamplar if you have a choice still, but others are about as good like orc, nord, khajiit, argonian, and bosmer. Argonian or Khajiit give you a little better mag sustain for ritual, but may not be worth the tradeoffs.

Pretty standard to run higher penetration now over pushing weapon damage to the max. Of course spriggans (and similarly spinners) are expensive af right now because of that so if you don't have it already and can't afford it then hundings can still work, just not nearly as strong.

Unfortunately in no cp in particular you really need a defensive set right now like either fortified brass or impregnable if you play a brawler style like stamplar is suited for. Running higher health recovery on the defensive bar is also pretty standard, although not necessary. Mobility and evasion is the alternative. Regardless you'll want a decent health pool to avoid be burst down, 27, 28k or higher works.

Impreg+spriggans, or it impreg+ 4 stuhn will give an extra piece to gain extra Stat from.
But yeah I wouldn't play Templar without at least one defensive set rn, the class is not exactly tanky by design, but also doesn't have great burst.

Spriggans + Impreg, no question for NO-CP.

I can get away with other body sets in CP thanks to the impen star and Crit Riposte backbarred.

Stage 3 vamp is worth considering, too.
