I Can't Have My 2021 Cake, But I Can Eat 2020 Cake & Receive The Buff

I recieved the 2020 cake, I ate it every day and I did not get any vouchers but I did recieve the buff, I revisited the harbour in Daggerfall numorous times, and the chefs reply was I already had the cake??
Banker and Seller when accessed in Stos dont appear.
Itens when added to the craft bag can not be seen unless I logged out of my charater, and relog in using the same charater.
Anyone else have the same problem????
