I highly doubt that there is a site which does that, because the idea of the new CP system is, that it is different from the old one and trying to get "as close to the old build" as possible would be rather pointless. I also do not quite believe that your old CP build was so off beat and unique that it really made a difference (and if so, the critical perks have been removed as you say).
My best suggestion is to just find one of the cookie-cutter CP builds and spec your character accordingly.

In terms of damage, Puncturing Sweeps is affected by the Biting Aura blue star, so make sure you got that.

Although I'm not sure how the old CP system made a big difference there.

Absolutely grab the AoE damage star and slot it. Most Templars probably should.

The way it works out, the more narrowly defined a star is, the stronger the bonus. At the same time, if you're not using skills that benefit from that star a good amount of time, you're missing out. A Templar is going to be dropping some kind of AoE most of the time.

Puncturing sweep is not affected by the other 2 stars.

Also look at star pairs. There is a crit damage star and a slightly weaker crit for both damage and healing star. There is a spell power for damage only star, and a free floating spell power star that's weaker but should also affect healing. There is also a %dmg to healing star, that I think would be redundant on a Magplar.
