I learned after an upgrade, ZoS developer states DirectX 12 is coming to ESO soon five years ago.

Recently I upgraded my computer’s video cards to a set of RTX 3090’s. I do a little more than play games with my main machine. These upgrades improved work performance at about half the cost of RTX A6000, even with our current GPU supply shortages and paying scalpers. Back to ESO, I did not expect both video cards to work in SLI as it did with my older professional cards because Nvidia has almost basically killed SLI support on 3090’s as it requires the game developer to build their support. I did, however, expected these cards to allow me to use DirectX 12 as it is fully supported (unlike my professional cards that did not, and I thought ESO already had support for DirectX 12. After doing some googling, I learned ESO does not have DirectX 12 support, but it is coming soon, said ZoS developer five years ago.

    DirectX 12 is almost useless if not properly implemented. Implementing DirectX 12 is a huge task with little benefits hence it will only be done if they overhaul the whole game. It's just a marketing brand at this point.

    So in other words since DX12 has a higher priority and has yet to be implemented 5+ years, fog will never change apparently and Tamriel will feel forever small and "boxed in" because of it? The short fog distances in this game to hide low quality LOD textures/models drives me crazy. I don't think I can recall any AAA game I've ever played where the fog is so overkill due to that shortcoming. Hardware is continually improving and thus I would hope the game engine and options therein would do so as well. I am glad to see that there have been improvements to Anti-Aliasing and Screenspace/Planar Reflection quality in the last year. It's a start. Hopefully fog and improved LOD will be on the todo list so we can finally see more of Tamriel in it's well-deserved graphical bliss.
