I don't see any way to completely fix these kinds of things from happening.
The tool also atm allows duo groups to hijack the group since the two who are together can just protect eachother.
Detection would be the biggest issue probably:
AFK - Pretty 'easy' to check for player activity
Rude/abusive in chat - Not so much
The only real remedy for the specific scenario mentioned is reporting the high level players for griefing and hope ZOS has some sort of permanent record it goes on :shrug:

I would guess that in this particular scenario, they wanted to add a friend to the group so they were just clearing a spot. Just a guess.

It's also entirely possible that the lowbie that was being voted to kick was actually an alt account of one of your teammates. I've seen people queue up with a low alt, ensuring that they get a quick & easy dungeon, then they kick the dummy to make room for a friend or whatever. Not sure how common this is, but I've seen it more than once now and I don't even run randoms that much anymore.
The best solution is to pre-form your own groups, then just queue up for random dailies for the rewards. You still get the XP bonus this way, and the mail stuff. Ever since I started either gathering folks from guild chat, or zone chat in Undaunted Enclave areas, my PUG life has become approximately 4,837% better. Dungeons are actually fun again!
WOW had something like this, one kick a day and bonus kick if not kicked any for some timeGive us a maximum of two vote-to-kick's per account per day... players could still abuse it, but when they do they would have to ask other players to vote to kick a person. And barely anyone wants to put time in that, or will agree to do so. But yeah, in normal dungeons some players feel like they own the place, it sometimes even happens in veterans.
