If they go around questing and shopping, being thrown mud/pie is mostly irrelevant. I personnaly don't give a damn.

If they are roleplaying and you throw a pie? Then, you're the bad person, not them, since they don't go around wrecking your playstyle. Throwing pies in that case is griefing, and should be reported.

Maybe because I am on console, but people will just walk or play songs all the time without roleplaying. Like I know I do. You get bored waiting on dps queues and sometimes your in-city tasks are over long before your queue pops. So you'll chat in guild while doing random stuff with your character like hopping around.
Most roleplayers here chat in guild chat and go to secluded areas or inns, but even then if you're not in their group they can easily be mistaken for questers or people having some guild event..

Genuinely curious here: how are other players supposed to know when someone is role playing versus just playing the game?
Well, they talk, usually. And in character. They also describe what they are doing.
(IE : Greetings, my fair lady *waves hand, smiling*)
They are fairly easy to spot.

...In a slight tangent, I got cherry blossomed yesterday in Alinor. It was actually fun. Besides, seeing my character riding around in that wonderful city with a wreath of cherry blossoms above her head was strangely poetic, beautiful even. It was like an image out of some legend.
Just part of the event - having fun. Now, I DO take exception to getting pelted every time I'm trying to grab a node and that player thinks it is funny to run in and collect it.

This is precisely what I stated a while ago in a similar topic. Personally I do not care about these stuff, and if you choose to follow me around pelting me with mudballs to irritate me I will ignore you. However, if it does impair functionality such as keeping you from grabbing a node, ZoS should change it so it does not interrupt any of your actions. Yeah, using things meant for fun to harass others is just pathetic and infuriating. I don't get people who do that and what they get out of it.
That said, it isn't a reason to remove those things altogether. Namely, I know what you mean about the funny interaction. One time when I was waiting for a WB to spawn, there was one guy playing the lute. I made my female character to throw him a kiss, and he responded by a bow. We both were in shiny armor, so it was like some cheesy chivalric romance. Laughed pretty well for that. But I've seen people complain about these emotes (at least the lute), too.
So basically this thing is pretty many-edged. There are those who are determined to be offended by anything, those whose idea of "fun" is to harass others, and we "normals" in between. Hard to say if there even would be an ideal solution to this problem.
