Veteran Content - I must be doing something wrong

Probably not the correct forum, but can't find a suitable one.
I am currently about halfway through vr 5 right now on my Daggerfall nightblade and I am pretty much finished with Reaper's March, only a couple quest areas, one dolmen and a dungeon or two left to complete. The combination of the stuff that is left will in no way get me to vr 6.
My issue is...I have been continually short on vp's when I finish zones. I have completed all the previous zones (all quests besides bugged ones, all dolmens, world bosses etc), except for the group instanced dungeons (I've done all the public group ones). It's pretty hard to get a decent group during my play time, so I've struggled to finish those. I don't stealth through mobs, I kill pretty much everything I see.
I get the feeling that I should be vr 6 before heading to Ebonheart lands, but I am not even close. I am going to have to just grind and re-grind everything, something I've already done with previous zones, just to get to the next veteran rank. I've talked to people in zone chat and some have said that I should have no problem getting vr 6, while others have said they are in the same boat as me.
What am I doing wrong, or am I even doing something wrong? Is doing the group dungeons magically going to give me 1M+ vp's? I am worried because I feel that I will be done with all the content and only be vr8 and not know what to do at that point.....

Comaetilico✭✭✭just think about this... there are 5 VR zones for faction... 5 for elves that compose the VR 1-5 content... and 5 for EP that compose the VR6-10 content (for you since you are a DC player...)
this mean that the first EP VR zone is VR6... and the last VR10 if you were to complete 1 VR per zone... and enter the first already at VR6... that will mean that at the end of first zone you will be VR7, at the end of the second VR8, at the end of the 3d VR9 and at the end of the 4th VR10...but than... what would be the last zone for? if you are already VR10 before entering it... what is the meaning of having a VR10 map? you don't enter the 20-25 map at level 25... you enter it at level 20 and get out of it at level 25... the fault is actualy in the early elven areas where you start at the same level the map is supposed to lead you to ^^'1
