Does Red Diamond passive affect tooltips?

Tooltip values are unaffected by other cost-reducing passives but not Red Diamond. Does the latter actually provided the stated cost reduction?

✭✭✭✭✭Yeah it does, during the free respec weeks, I was testing the cost reductions displays on my Imperial Templar. As I put points one at a time into Red Diamond, the advanced stats on cost like Block went down incrementally with it.
If you're talking about things like Seducer 10% reduction, apparently its a proc type which runs a constant check on whether or not something cost magicka when it is cast which is when it applies. Racial, Class, and Skill line passives do show reduction as they are always active. I get a nice 11% cost reduction across the board on all abilities with Red Diamond combined with Restoring Spirit.Edited by phaneub17_ESO on March 25, 2021 3:08AM3
