Is the dungeon queue broken again?

...Because I was queueing for simply ages - as a tank - for today's Pledges in the comparatively simple Spindleclutch 1 and City of Ash 1, and not getting a group. Normally the queue pops pretty much instantly if you queue as tank, even on veteran.
I tried queueing with a guild group of myself plus 1 Healer and 1 DD, so we had BOTH tank and healer... and still could not get a DD via the queue to make a fourth man for either dungeon.
In the end, the DD and myself did Spindleclutch 1 as a duo while the healer couldn't be bothered to wait any longer, and left.

✭✭It's an old bug. The queue hangs sometimes. You can wait forever as tank and nothing happens. But if you requeue you get instant pop.
When someone declined, the queue also hangs sometimes and never pops again until you requeue.
And it's even worse in dungeons. If someone leaves or gets kicked it's almost impossible to find replacement fast.0 -

No Zos doesn't care
I say this while waiting in queue for a vet pledge dungeon while queued as a tank and the pledges only reset a few hours ago
