The problems with this game are piling up and its seriously out of hand.

No unfortunately this is intentional. Even in the Imperial City the stacks clear when you move from the sewers up to the districts, but they don't clear when moving between districts.

When I was testing them in Cyrodiil a while ago I noticed several times that some effect was just removing all the stacks, like a player effect, so there are definitely some issues with them.

Killing enemies using pets like Blastbones also doesn't contribute towards your kill count of 50, fun fact.

While this item has already been reworked a couple of times I suspect it will need another one at some point because the scenario's you can use them in are pretty limited.

They're great in IC Sewers though.
