Its not an exploit
Some of these comments make it clear that people do not actually understand what an exploit is.
An exploit would be if when you killed all the NPCs, you could start a quest and that would respawn them all back (which is not how it is supposed to work)
ZOS creating a zone with lots of NPCs that are killable is not an exploit.

One per character per day. 18 toons will get you quite a bit of xp and transmutes.

That's with the assumption that everyone has the time to make 18 characters and level each of those toons up to a point that is adequate for normal dungeons/bgs. Not a lot of people have the time to sit there for hours going through each toon on a normal random 18 times a day, each day of the week. Also, some dungeons take longer than others to get through. Not trying to say you're wrong, but just pointing out that it's unrealistic, especially for those who have jobs and other obligations but still want to keep up with the cp rat race.
