It would seem this is the case.I think the cooldown was added because of the terrific addon for the green (tree/whatever).

I did not used the add-on myself, but I remember some people were saying that it worked till server maintenance. Most likely they added cool-down server-side only, with no need to patch the game client.
It kinda seems like a "panic" solution. They must be aware that green CP are poorly designed, and although CP rebalance was received relatively OK-ish - green CP are huge pain point and subject of numerous feedback threads.
Almost all non-combat specific CPs should be actual "passive" passives, without the need to actually slot them. Pretty much every player agrees on that so far.
A good mid-solution would be to have cool-down on slotting CP reduced, with added UI, so we could see what CPs are active during gameplay (just like food buff icon for example). Adding CP presets could also be nice - so if we had them unlocked, we can swap CP preset with a button.
