Well if you think about it, in PVP it gets annoying how some stam builds, allow players to roll dodge indefinitely, or break free with no drawbacks, I personally feel that It may be a great Idea to make a separate pool that will level the playing field between both magicka and stamina, but that's my opinion.

I played a magicka build in PVP for a long time, so I learned the delicate balance of making sure I always have enough Stamina to sprint, dodge, and break free on a rather limited Stamina pool. Because if I don't, I'm dead.
Then I tried a Stam Warden. For the first bit, it felt like Freeeeedom!!!! I could sprint, dodge, and break free for days with my huge Stamina pool...except that I'd run myself straight out of my fighting resource. Dead again, just for a different reason. I had to reign myself back in and learn to use my large Stamina pool for fighting and movement together in order to PVP effectively.
In short, having a massive Stamina pool didn't actually let me dodge indefinitely or break free with no drawbacks. Not if I wanted to do anything useful in a fight, you know? It took a lot of practice to use a large stam pool well, just like I have a lot of practice making a small stam pool go a long way on a magicka build.
So I suspect it's more of a matter of reigning in some overperforming stam builds, rather than something that needs to be fundamentally changed about the game design. Especially since taking away the movement component from Stamina would require completely rebalancing the cost of Stamina skills.

It'd require a big rebalancing of all stam skills, though, and I don't know if that end result would be worth the the effort.
