Think about it from a tank perspective. No, historically blue CP tree hasn't been damage reduction, but as a result tanks have historically done whack stuff with the blue tree as they didn't really have much personal use for it.

Yeah, but realistically what passives would we put into? you would still have the active skills for tanking below it, so still plenty to put into even for a tank...and maybe i'm wrong but it still seems that moved to the red tree would make it easier for people closer to the previous cap.

the blue tree forces you to focus your build a bit between tank, dd, and healer. thats how i think it's meant anyway..
