PVP Build help

I was looking for some help with a build. We kept running into this person in the IC. He was a vampire that was wearing something that made him glow blue. They didn’t do much dmg but every time someone attacked them they would mist form and run away. I’m curious if anybody knows what they were running because it was kinda like those video games where you kill something and some sort of treasure would pop out of them. Except when we killed them people were getting tossed out of a guild. I would have asked them but they seemed like a bad fella.
