I think that they didn't realize that this type of thing would make many quit, and many more choose never to play the game at all.
If you were to go from CP 1 - 3,600, earning a modest four million XP per day, it would take 553 days to cap out.
Four million experience points per day would be multiple hours of heavy and boring grinding. There are probably less than .01% of folks willing to do something so ridiculous. That leaves the rest of us with a life, family, jobs, etc, with a game that cannot be capped out. Is it the intention of ZOS to prevent their gamers from ever having the satisfaction of reaching completion?
I've been playing since ESO first came out and I maxed out every character slot from VR10, VR12, VR14, and VR16, before Champion Points were released, which was during the One Tamriel update. There was never a time when capping out usable Veteran Ranks or Champion Points required eight billion experience points.
With all gold, training gear, a 150% XP potion, and a 2nd person in the group, I'm averaging 1.2mil XP per hour on a heavy mob grind. I'm sure there are others who can obtain more, but 1.2mil per hour is a solid starting point.

1.2mil seems pretty low. I use purple gear and 50% scrolls. One skyreach run takes me 5min and gives ~110k
With 150% scroll it should be 220k and that times 12 is ~ 2.65mil.
Or is that not how the scrolls work?!

This, doing all the quests, that is achievement for quests in all zones not just the ones for Cadvin silver and gold also plenty of dungeons and PvP but very little grinding took me to VR 14, you gained a bit above one veteran level doing the quests in one zone. No random dungeons back then.
