Explorer's pack treasure maps

Does the treasure from these maps scale? If I only play one character and don't go to the other faction areas until I'm level 50 will the treasures be at that level or still at starter island level? I'm wondering if I should make extra characters to run over and grab them. Thanks!

If you've outlevelled a treasure maps location say...you're level 17 and haven't used the glenumbra map, save it in the bank for a potential future alt imho.
Would be a bit of a waste to use on that level 17 guy.0 -

Yes, but that still doesn't mean chests scale with your *character*.
If you're in a veteran zone that zone is at veteran level so you still only get chest loot according to the level of the zone.
