You know, for the kind of people who somehow don't already have so many spare soul gems that it actually doesn't matter how fast your weapon runs out of enchantment. For people whose main source of damage is still light and heavy attacks rather than skills.
Oh wait, those people don't HAVE cps yet - unless they're the newly-made extra characters on an account which already has enough CPs to spend to get that passive which has half a dozen pre-requisites before you even get to it. And even then, anyone who has CPs already has hundreds of spare soul gems.
Honestly, that skill's only possible use is as a CP-point tax before you can get to a more useful passive on the other side of it (and I forget what said more-useful passive is).
Also keep in mind that the Infused trait and the Torug's Pact set also reduce the cooldown of your weapon enchantment, so they lose charge faster than your average weapon, which makes this a very useful passive.
