Anything that has a percentage involved is considered a proc by ZOS coding. Also anything that requires a certain condition to be met, like using a particular damage type or weapon type. Even things that bestow major or minor buffs are considered procs — mighty chudan for example — because apparently there’s regular checks to make sure it’s still active.
How the removal of these sets didn’t have a positive effect on the lag is beyond me — less checks should improve performance. But here we are.

The gear restrictions really expose the substantial class imbalances that exist, and would have been ruinous for some of us if it were applied to BGs. The ability to actualy have a measurable effect on the win condition really changes player behavior and exposes those that can vs those that can not.
It's one of the reasons why I consider the no proc test to have been a waste in cyrodil simply because of the sheer volume of shenanigans that overwrite any semblance of individual skill by virtue of "large scale pvp" in general. Complaining about proc sets carrying weaker players in a 20+20 scenario where half that figure is clicking on as siege machines and not really even proving anything meaningful seems like wasted energy.
Would have been far more revealing in BGs even with considering no cp.
