We don't need campaigns with different rule sets.

I like playing without procs, I am more than happy to keep playing without them. However it does make build diversity very boring(obviously) and I would much prefer the rules be extended to conditional stat sets. Briarheart, burning spellweave and clever as a few examples.
Saying that I don't think proc users need their own campaign especially if that might mean all conditional stat sets go with them and the only way to have a more interesting build is to play with proc users(I don't mean to make proc user sound like a dirty word lol).
My suggestion is simple. Can we do what many people have suggested we do through out the proc meta and simply balance them. Scale proc damage down to that of an equivalent skill and then let it scale exactly the same. With your damage. Let them crit, make them useful for pve content and make malacath an option instead of BIS.
I don't think cyrodill in its current state justifies any more campaigns and I genuinely like the option of all the sets. Even if I hate free damage and free healing sets. I would rather play against people using proc sets than having loads of different versions of PvP.

✭✭Why not reduce proc damage by the same amount as healing and damage shields while in PVP areas? Seems most of the gripe is about damage procs being OP. That way the sets can still have some use, and those who spent AP and TV on sets that were supposed to be PVP sets can still use them.1 -
McGordon✭✭✭Campaigns with different rule sets is just lazy way to "fix" real problem. Nobody truly would have problem with any Proc set, if it would be balanced. And there are not much things that actually need to change to make it right.
Easiest solution? Just put damage proc sets at mystic items. Same as rings u can wear only one set at the time. It will fix double and triple proc problem AND also problem where Malachat increase PROC set damage. EASY!
And will write in CAPS. ONLY APPLY TO DAMAGE SETS! Leave sad Saducer set out of these lol0
