Fabricant tree recipe drop chance & locations?

I've been looking everywhere for the last three months trying to find drop locations for the recipes for the various fabricant trees and shrubs in Clockwork City. I've had several places suggested to me but after a few hours of farming all the suggested locations I'm still at 0%.
Does anyone know what are the spawn rates for them are? I know from what research I've been able to do that they were much higher when the zone was first introduced but since then it has been drastically reduced.
With the event happening I would imagine there would be a higher amount of them dropping from various things but no one I've talked to has seen a single one.

Around the crafting hub, guild traders and bank in brass city is a numerous amount.
But like most things drop rate is rng, I typically get a lot of the green cwc barrel, crate blueprints and the trees do appear to be less frequent1 -

This is by far the most cost effective method for getting them. I was able to get every fabricant tree plan through the envelopes. I think I ended up getting 3-4 of each blue tree before I finally got the final purple plan (full sized cherry blossom tree).
The farming in Clockwork is horrible even with a character rotation due to the lack of available containers.Feric51
