I am super happy and heavily grateful this decision has been made! I can't tell you how much my game time has improved simply because of procs ceasing to exist in Cyrodiil.
It finally shows where skill lies in PvP and greatly highlights where buffs and nerfs are long overdue on all the classes.
Now the only thing you need to do is balance the classes properly and then slowly start re-adding and re-adjusting all the non-damaging proc sets back into the game to allow for more theorycrafting.
For clarification:
Sets like New Moon Acolyte are fine.
Sets like Crimson/Vateshran are NOT.
TLDR; Thank you for keeping pvp fair! Rebalance classes next, then pure stat sets, then re-add them.

wow beacause 5sets where unbalanced 100+ get removed what a [Snip] change
instead of balancing removing content is the wrong way to go
I give it two weeks for those gleeful about their 'skills' to learn that perhaps this isn't what they wanted after all. Zone chat on Dc anyway, has been full of tales of Big Names who now Die Very Very Fast.
Sadly that is not true of every big name...some of the actually incredibly talented ones are now decimating everyone. Shyboo, can I pay you off? :P
Pvp is accessible to new players when they join a group who know what they are doing and who help them figure out their own playstyle/setup.
It's not about being carried along in a pack of 24, spamming regen for 3yrs, then coming out the other side still as canon fodder. That is still continuing anyway with the bigger factions who are using 'everyone will heal me' as mass protection in siege pushes.
