I missed out in March 2020, as I wasn't playing due to a thumb amputation in early 2020. I have a great idea for it and really want to buy it now!

Regarding returning Crown store items, nobody can say for certain. They will most likely return some time (a few items had to wait over 3 years to return...), but even if it would seem logical to see them return (like an Orsinium celebration for Forgemaster Falls and Pariah's Pinnacle) it's still no guarantee (Tel Galen didn't return for the Morrowind celebration event).
The best thing you can do these days (since Support is no longer interested in selling us stuff) is to just wait, and keep an eye on the monthly showcases if you can. They will most likely announce returning houses there, so... yeah welcome to the pathetic 'LTO' policy of ZOS and have fun with the waiting game...
