I don't know if this has been brought up yet, but proc sets are a problem in PvP and have been for a very long time. The Cyrodiil no proc sets testing is another thing about this and just shows that proc sets - while adding a lot of fun and options to the game - are a kiss curse.
Builds that entirely rely on multiple procs at the same time are dominating next to the tank meta and suck out the fun of PvP nowadays.
So... what if we just scale the effectiveness of proc sets based on the amounts of proc sets you're using? If you're using one proc set bonus, it gets the full 100% effectiveness. If you're wearing two, it's reduced to 50% for each set, retaining the initial 100%. For three sets it's 33% per and so on.
This wouldn't make wearing multiple proc sets at the same time useless, it would just limit their overall effect on your performance. I think your gear shouldn't be responsible for 50% of the damage you deal, neither in PvP nor in PvE.
Do you think this would solve the issue or at least improve the overall enjoyment of the game?
TL;DR:
Let the effectiveness of proc sets scale with the amount of proc sets you're wearing
1 proc: 100%
2 procs: 50% + 50%
3 procs: 33% + 33% + 33%
