Fear: bugged or intended?

Currently you have to break out of Fear twice and then you get immobilized. Is this intended or is this bugged?

What skill / enemy is fearing you where you need to double break-free?

That sounds like a lag issue or bug, to me.

Literally had a WW stun lock me yesterday to the point I had to break free 4 times before I could move. The game is an utter shambles.
