How to leave Bleak rock?

I have made a new character and my starting zone is Bleakrock. I am about to call for the evacuation but then notice these people on the docks offering to take me to Summerset or Vvardenfell.
So rather than go to the same old destination the evacuation takes me, when is it I finish that quest but still get the opportunity to take up the offer to go elsewhere?

    Yes the quest remains for you to be able to do whenever you want to later, it's part of thr main quest so it'll always be there. The people offering you to go to Vvardenfel and Summerset is simply a means of transportation to other zones, in most zones there are docks with people offering to take you to another zone.

    You can teleport with wayshrines or do I not understand something?

    There's a port in Stonefalls with ships that can take you to places. That's the first mayor zone you get to after you're done with Bal Foyen.

    You can also just travel there using a wayshrine. Summerset and Vvardenfell are chapter zones so if you have them unlocked you should have the first wayshrine for those unlocked.

    You can finish end exit Bleakrock in peace and can get boat/cart to Summerset or Vvardenfell from major cities or just use wayshrine to get there whenever you want to get there.

    Wayshrine to each faction starter island and first major city is unlocked by default. (Stonefalls: Davon's Watch, Auridon: Vulkhel Guard, Glenumbra: Daggerfall.) As is wayshrine to every DLC and chapter zone you can access. If you care to take few minutes to try boatswains and carts, you can get to almost every other zone.

    Those NPCs are not just on Bleakrock, most cities have NPCs offering to take you to other major cities, including ones in DLC or chapter maps (if you own the relevant content). It's usually a boat but sometimes a cart, if the destination is inland or your starting point is.

    If you keep following the base game story you might encounter them in Bal Foyen (I can't remember) but if not they'll be in Davon's Watch. In Davon's Watch or Ebonheart you'll also encounter the prologue quest NPCs who start the chapter stories, which will also eventually send you to the relevant map, but those are separate to the dock workers.

    Alternatively you can go to any base game map and any DLC/chapter map you own whenever you like by using the wayshrine.

    (BTW you can't choose to end the evacuation quest in a different location, because that's about where the villages want to go, and needs to lead into the next part of the storyline.)

    I have completed Bleakrock more times than I should have but I have never noticed those people on the dock before. I also never noticed the fishing achievement which was cool.
    I have put hundreds of hours into the game and missed so much in my haste to level. Well no more I say, no more.

    I just don't want to get tied up in the old questline I have ran so many times. I want a new quest line but not sure how to do it in a clean way. I hate deleting quests from my journal.

    I know what I'll do. Go with him to Vvardenfell, then jump back finish the Bleakrock quest up until a pause then do a runner to Vvardenfell before the Captain shouts me over to go and warn the watchtowers thingy's.
