Besides Ironblood, are there any other sets that flat mitigate damage without the need for health to drop and or activating ultimate?

Any besides Footmans Fortune, Fortified Brass?

Without any sort of proc whatsoever? Vampire Cloak

With some sort of proc condition besides those you describe, there are very many. Describe your armor weight / content / playstyle and we could probably figure out the best contenders.

I would rather not have proc conditions.
Weight doesnt matter. Pve vet group content, for a block tank.

If you're running at 33.5k resistances already, then I'd say Footman's is your best bet by far. Otherwise Grave Guardian and Duneripper's Scales sound like they might fit. If AoE damage is the issue, Hist Bark is the answer if your Healer isn't in Gossamer's, although Grace of Gloom and Spectre's Eye are alternatives.

There are also plenty of damage shield sets to choose from, the most simplistic off the top of my head are probably Hatchling's Shell and Parabellum.

But if it were me I'd try Vykosa or Bani's Torment, I don't really play PvE much though so maybe those aren't good options.

Lord Warden is one of the best sets in terms of efficiency.

    1 item: Adds 1487 Armor
2 items: When you take damage, you have a 50% chance to summon a shadow orb for 10 seconds that increases the Physical Resistance and Spell Resistance of you and your group members within 8 meters by 3180. This effect can occur once every 10 seconds.

The shadow orb basically procs on cooldown so you get 4667 from just 2 armor pieces.

Pay attention to your buffed armor rating, with heavy armor, major resolve and lord warden you're quickly around the 33.2k armor cap.

not sure what your intentions for damage reduction buff is but....
iff you are going for pve then its better to build for resist and hp or shields and rely on healer or your self heal.

the craftable set armor master is good if you use immovable since the resist buff stacks with the immovable skill. meaning it gives roughly one third of the mitigation cap from one skill. this wouldnt go well with ironblood since the armor skill itself sacrafices mobility already.

bloodspawn monster set gives resist buff for 5 secs but its proc chance is unreliable since its 6 percent chance. meaning uptime can vary depending on luck.

beckoning steel give projectile damage reduction buff to you and allies

vrols command gives aegis buff when you do heavy strikes. but uptime is delay is 9seconds. minor and major aegis gives you 15% damage reduction in total. there are other trial sets that give major aegis but they are ult and remaining hp based.

I want to quote these 2, because I love both Grave Guardian and Lord Warden, and I run both of them on my Necromancer tank. Along with Crimson Twilight, my tank is nigh unkillable, outside of a mishap where I miss a 1 shot mechanic or something else. Operator difficulty or a wipe are really the only ways my tank dies. The resistances stack on top of each other, and stack on top of Major Resolve, so you can easily reach the max resistance cap with this setup.

And since both Grave Guardian and Lord Warden are AOE based, they also apply to any group members in the AOE as well, helping to protect your stam DPS or close ranged mag DPS.

I'm curious to what exactly are you tanking? You can perma block most dungeons/trials in the game just by running support sets.

Crimson Twilight. One of the best sets in the game:
(2 items) Adds 1206 Maximum Health
(3 items) Adds 4% Healing Taken
(4 items) Adds 1206 Maximum Health
(5 items) After taking damage you surround yourself in an 8 meter mist of blood. After 2 seconds, the mist is violently siphoned into your body, dealing 8220 Bleed Damage to nearby enemies and healing you for 100% of the damage done. This effect can occur once every 8 seconds.

Pair it with Alessian Order if you want a totally selfish build. Oddly enough, this is also a stout combination for a PVP werewolf build

Plus, you can go through your bar rotations without dropping block.
