I think no. There is a system in place that allows you to experience delves and public dungeons at a harder level.. which is roll up a newbie (and don't allot CP), which is why that content is there in the first place.

I was XPing my alt character, and doing delves with a weak stuff was pretty interesting. Sometimes the boss fights were pretty cool. I realized that I missed this feeling of difficulty at a high level : With my main even the Craglorn delves are relatively easy, which I find quite disappointing. So I thought , "why not add a veteran mode for delves? That could be fun!"
What do you think?
... development resources would be better spent attempting to create a "difficulty slider" that handicaps a player if they want to be handicapped for ALL types of content.

No reason for the devs to spend extra time revamping old content in order to give max level players more of a challenge in newbie areas, just stick with the content they designed for you at your level.

who cares for loot we just want an fight lol

Better to introduce foods and potions that lower the abilities of players. I know this doesn't change the mechanics of the fight but at this point in the game ZoS probably isn't willing to do that with existing content anyway. Especially not for a zone that would be under utilized by the player base.
there is no vet questing in ESO other than ONE quest per DLC dungeon. That is a whole TWO quests per year! ... So disappointing. I stoped doing overland quests since Murkmire/Elswere.
Current option is only one - role play your own difficulty or nerf yourself and play newb (don't use any burst combos etc).
