I guess Covenant because my main is a Breton and my secondary character is an Orc.
That being said I have one toon of each race (including Imperial), making ten in all, and my third is a Nord Warden who will go for the Pact, and the fourth an Altmer Sorcerer of the Dominion.
I have bought the "Any Race Any Alliance" upgrade, but not yet created a character whose race doesn't match their alliance. My Imperial character is Covenant because I figured they would be more likely to side with the mostly-human alliance than the mostly-elven one (whose outspoken reason for existing is not trusting humans to be in charge because we tend to break and change things), and think they could win the Nords over to the Covenant cause and leave the Dunmer and Argonians to their own devices in the Pact.
My characters are spread pretty evenly across the alliances in the sense of their home alliance, but I don't PvP and I have all races available to all alliances so the distinction is a pretty irrelevant one for me.
EP since I mostly play Dunmer and don't have that option to choose a different alliance. I don't care for the war anyway. Never did.

I guess this one has one more character in this alliance. Best overall alliance storyline in any case, though the others have a few zones that are outstanding.
Ebonheart Pact s the only answer, they have the best races, Dunmer are easily the best Elven race with the richest lore and Nords have superstrength, not to mention it is the home to the location that TES:III and TES:V take place in.
Depends on the criteria: Which alliance are most of my characters? I mostly play elves, so Aldmeri Dominion. Which alliance questline have I been working on and which territories feel most like home? Again, AD, but followed by Morrowind. But which do I primarily play in Cyrodiil? Ebonheart Pact. It was rather by chance I guess as it was several of my Dunmer that I decided to focus on PvP while nearly all my AD characters are PvE.
So never DC as they seem the anti-elf faction! My one Breton is in no way involved in the Three Banners war but focused on fighting cultists and daedra.
The EP always seemed a strange faction to me — what unifies them? It’s difficult for me to imagine any of these three making an alliance together.
AD is my favorite faction and lead by an Elven queen — yeah, I dig that!
AD, as I made my Dunmer main AD to play with a friend in the same faction. AD also has my favorite questline of the three, so it all checks out.

Daggerfall Covenant basically since launch. I don’t know why I always resort to them, but for me they’re just the best Alliance. Ayrenn is the best faction leader though.
