Am leve 5, with blacksmithing, clothing and woodworking all at 10.

✭✭✭I believe the chick is outside the Fighter's Guild (near the Alinor wayshrine) and the dude is down by the bridge on the lower level near the crafting area. The jewelry certification guy is across that same bridge, closer to the crafting area.
You might have to be level 6 -- I think that's the way it was when they started the crafting certification thing. Not sure if that has changed since then.1 -
