Sets that use ability bar slots.

I am really enjoying the no proc set test with the exception it still lags. Yeah what was meant to be tested is a total failure. However, that is a different subject.
Like I said I am enjoying no proc sets but that really does limit the build diversity. If you don't have proc sets you really only need probably 10 magicka sets and 10 stamina sets in the game. Just variation in damage vs regen vs defense. So, what I am thinking is add bar ability sets. You could have sets that the 5th piece bonus is something that you actually slot on your bar.
You could have sets that provide heals, dots, burst, resources, pets, etc. It would greatly add to diversity but without adding a bunch of free procs.

That's a cool idea, I wonder how it would impact performance compared to a proc set. Another idea would be 5th piece bonuses that unlock skill morphs that are otherwise not available.“There is nothing either good or bad, but thinking makes it so.”0
